I, hereby, agree to hold and absolve the Titusville Sailing Club and any other parties connected to this event in anyway, singly or collectively from  and against any blame and liability for injury, misadventure, loss or damage suffered or sustained as a result of participation in the Titusville Sailing Club's Annual Regatta or any activities associated herewith. I further agree to abide by the International Yacht Racing Rules latest issue as adopted by United States Sailing Association as amended by the special instructions for this event.

1.  RULES

The Regatta will be governed by The Racing Rules of Sailing 2005-2008, the prescriptions of the United Sailing Association, the rules of the classes concerned.  Except as any of these changed by these sailing instructions.

2.  ENTRIES

Eligible boats may be entered by completing registration with the Titusville Sailing Club Registration Committee.  Rule 78.2 does not apply.

3.  NOTICE TO COMPETITORS

Notices to competitors will be posted inside the Titusville Sailing Club.

4.  CHANGES IN SAILING INSTRUCTIONS

Any changes to the sailing instructions will be posted Before 9.30 AM Saturday and Sunday.

5.  CLASSES

Three-boat minimum are required to form a class.  Having a class does not guarantee a separate start  The assignment of boats to classes will be at the sole and absolute discretion of the Titusville Sailing Club Race Chairman and/or the Chairman's appointees.  Once registered, Competitors are not allowed to change classes.

6.  CLASS RULES

Class rules requiring competitors to be members shall not apply.  Skippers sailing a non-standard boat (according to their class rules or published manufacturer's data shall so indicate on their registration form in order to be assigned a modified handicap rating.

7.  HANDICAP RATINGS

Spinnaker, Non-Spinnaker, and Cruising Classes:  Handicap ratings shall be based on the PHRF system.  A rating will be provided for boats without a 2006/7 certificate.  The ratings will be determined by taking the average of all the Fleets indicated in the 2005 USSA PHRF Handicap book.

8.  SCHEDULE OF RACES

Reference the Official Notice of Race published in the STAR KNOT or on the website:  www.sailtitusville.org.

9.  COURSES AND MARKS

The location of each course, the classes for that course and a description of the marks and their locations will be announced at the Skipper's Meeting.

10.  ORDER OF STARTS

The order of starts will be announced at the Skipper's Meeting

11.  THE START

11.1  Races shall be started using Rule 26, System 2, with classes starting at 5 minute Intervals in the order announced at the Skipper's Meeting.

11.2  Three blasts of the horn 1 minute before 5 minute start sequence.  One blast of the horn at start of the 5-minute warning - GREEN class flag is Raised.  One Blast of horn at the 4-minute warning - Blue Flag is raised.  One long blast of horn at the 1-minute warning - Blue Flag down.  Start:  one blast of the horn - CLASS FLAG COMES DOWN.  TWO TO FIVE MINUTES LATER - The same sequence is repeated with the next class Yellow Flag

11.3  The starting line will be between the Race Committee Flag on the Race Committee Boat at the starboard end and the port end starting mark.

11.4  A clearance mark may be set near the Race Committee Boat.  Boats that hit the Race Committee Boat shall be disqualified.

11.5  Boats whose preparatory signal has not been made shall keep clear of the starting area and of all boats whose preparatory signal has been made.

12.  CHANGE OF COURSE AFTER START

A change of course after the start will be signaled before the leading boat has begun the leg, although the new mark may not then be in position.  Any mark to be rounded after rounding the new mark may be relocated to maintain the original course configuration.  When in a subsequent chance of course a new mark is replaced, it will be replaced with an original mark on an official Race Committee chase boat.

13.  THE FINISH

The Finish line will be between the Race Committee Flag on the Race Committee Boat at the starboard end and the port end finishing mark.

14.  TIME LIMIT

All boats in each class must finish within 1 hour of the first place boat.

15.  PROTESTS:

15.1  Protests shall be written and delivered to the Race Committee within 1 hour after the Race Committee Boat has returned to port.  Protests will normally be heard in the order of receipt.

15.2  A boat intending to protest shall hail the boat(s) immediately, and hoist a red protest flag.

16.  ALTERNATIVE PENALTY:

16.1  The "720 Turn Penalty" shall be in effect.

16.2  Boats performing a "720 Turn" will be required to sign an acknowledgement form posted inside Titusville Sailing Club as early as possible but not later than 30 minutes after the protest filing time starts.

16.3  Touching a Mark Rule 31 is in EFFECT.

17.  SCORING:

17.1  Low Point system shall be used as listed below (FULL POINT SCORING):

        I.  1st=1, 2nd=2, 3rd=3, etc.

        II.  DNF=number of finishers plus one.

        III.  DNS=number of boats registered in class plus one.

        IV.  DSQ=number of boats registered in class plus one.

        V.  PMS=premature starter.

17.2  Ties shall be broken in accordance with Appendix A-7

17.3  It is the responsibility of each boat that withdraws after the start to notify  the Race Committee Boat that it started the race but did not finish and wishes to be scored a DNF.  If the Race Committee is not notified the boat will be scored DNS.

18.

18.1  Any vessel running aground is allowed to used their engine to get off.  Under certain conditions the Race Committee will allow engine use.  These special situations will be addressed at the Skipper's Meetings. 

18.2  Propulsion by engine is to cease 10 minutes prior to race.

18.3  Double head sails will be allowed, provided the second head sail is smaller than or equal to the largest declared head sail.

19.  COMPLETED REGATTA:  One complete race shall constitute a completed regatta, if necessary.

20.  SAFETY & ENVIRONMENTAL

20.1  It shall be the sole responsibility of each vessel to decide whether or not to start or continue to race.

20.2  Vessels found willfully littering shall be disqualified.

21.  Race Committee will be monitoring channel 69 on the VHF
